Official pushes mandatory drug tests (Inland Valley Daily Bulletin)

San Bernardino County Treasurer-Tax Collector Dick Larsen is not giving up on his effort to implement mandatory, random deaden with narcotics testing of high-level county employees.

He wants Board of Supervisors Chairman Paul Biane and the remnant of the supervisors to help him overcome a state Supreme Court decision preventing the testing. In a literal sense Friday to Biane, Larsen also called for formation adjustments to seller contracts to encourage them to foster a drug-free environment.

On Wednesday, Larsen sent a verbal expression to Biane recommending the random, mandatory testing program for exempt county employees, the top elected and control officials.

In his response Thursday, Biane wrote to Larsen that the County Counsel’s Office told him the state Supreme Court ruled in 1997 that body politic cannot conduct random, mandatory drug testing of employees because it would violate the U.S. Constitution’sitting prohibition against unreasonable search and seizure.

On Friday, Larsen wrote that the county’s top employees should set an example for the rest of the statesmanship’s staff.

“I would like you, and the Board of Supervisors, to join with me in sponsoring legislation to overturn Loder v. The City of Glendale and allow random mandatory drug testing in San Bernardino County,” Larsen wrote.

In an interview, Larsen said he hopes Biane will form a committee to influence by looks for ways to come up with a policy that will be considered legitimate.
