As a result of last week’s event, Mr. Larsen voluntarily submitted to and passed a drug test.

Residents of San Bernardino County should applaud his leadership upon the body this issue and his push in quest of more accountability from our elected officials.

Supervisor-elect Neil Derry OK with random drug tests

In this burgeoning era of around-the-clock information, keeping road of local bloggers is part of a journalist’s job.

FAA: American Airlines Didn’t Follow Drug-Testing Program (NBC 5 Dallas Fort Worth)

Official pushes mandatory drug tests (Inland Valley Daily Bulletin)

San Bernardino County Treasurer-Tax Collector Dick Larsen is not giving up on his effort to implement mandatory, random deaden with narcotics testing of high-level county employees.

He wants Board of Supervisors Chairman Paul Biane and the remnant of the supervisors to help him overcome a state Supreme Court decision preventing the testing. In a literal sense Friday to Biane, Larsen also called for formation adjustments to seller contracts to encourage them to foster a drug-free environment.

On Wednesday, Larsen sent a verbal expression to Biane recommending the random, mandatory testing program for exempt county employees, the top elected and control officials.

Optional drug testing to be offerred in Putnam schools (The Huntington Herald-Dispatch)

WINFIELD, W.Va. — Putnam County parents will soon have the ability to opt their children into a volunteer remedy testing program in Putnam County Schools.

Sara Whitney, facilitator for the Drug Endangered Children’s Task Force, said the program will test for commonly used substances. The program is a joint operation with Putnam County Schools, the local Department of Health and Human Resources, the Putnam County Sheriff’session and Hurricane and Buffalo Police Departments, the Putnam County Prosecuting Attorney’s Office and Probation Department and CAMC Teays Valley Hospital, who will provide the random testing. Financial support will be provided by the Putnam County Chamber of Commerce.

Random drug testing deemed unconstitutional

SAN BERNARDINO — The county’s 4th District Supervisor is exploring options to set up a voluntary random drug testing program for exempt employees.

Supervisor Gary Ovitt has asked county counsel to look into the idea of letting elected officials and their staff participate in voluntary drug tests, said Mark Kirk, Ovitt’s chief of staff. Both Kirk and Ovitt said they would volunteer to be tested.

“At the end of the day having drug testing is not going to cure a whole allotment of firmness in the county’session leadership, but if that’s something we could do to restore some of the confidence than we would be obliged no problem doing it,” Kirk said.

First District Supervisor Brad Mitzelfelt said he would also volunteer for drug testing.

“If we implemented this for top surveillance, I would volunteer for testing because I consider that leading by example,” Mitzelfelt said.

Mandatory drug testing possible for county elected officials (Victorville Daily Press)

SAN BERNARDINO — Random drug testing may become mandatory for San Bernardino County elected officials and function heads.

A letter was sent Thursday to Chairman Paul Biane and all County Board of Supervisors requesting the drug testing from San Bernardino County Treasurer-Tax Collector Dick Larsen.

“Mandatory casual drug testing ensures the public that exempt employees are upholding their Oath of Office and the laws of the State of California,” Larsen said. “Illegal drug use should not be tolerated.”

These employees are not represented by labor unions and consist of elected officials, portion heads and their top management staff.

The county currently has the option to drug or alcohol test employees suppose that there is reasonable cause.

POLL: State drops steroids testing for high school athletes; Collier to continue drug testing for 2 years (Naples Daily News)

A year after Florida became the assistant state to implement a steroids testing policy for high school athletes, the program has been discontinued.

The state legislature passed a bill that Gov. Charlie Crist approved prior to the 2007-08 school year that subjected student-athletes in five sports to random drug tests. The one-year pilot program, funded by the state and regulated by the Florida High School Athletic Association, was not renewed by the legislature this summer.

FHSAA officials say the program was dropped because of the statewide budget shortfall. The state spent $100,000 last year to test in regard to 600 athletes at 43 schools.

Proposed San Bernardino County drug test policy ruled unconstitutional (The Press-Enterprise)

A proposal by a top San Bernardino county official that the county's department heads, executive stay and elected leaders be subject to fortuitous mandatory drug testing is unauthorized by the constitution, county authorities said Thursday.

The suggestion was made by Treasurer-Tax Collector Dick Larsen in response to recent allegations of methamphetamine use by county Assessor Bill Postmus.

On Wednesday, Larsen wrote in a letter addressed to Board of Supervisors Chairman Paul Biane that he raised the form in hopes of setting “an pattern for the workforce and public.”

In his response, Biane said he shared Larsen's concerns in all parts of the assessor, the allegations of illegal drug use, and the possible erosion of the open's trust.
